to the states of Illinois, Kansas, Louisiana, New Mexico, Montana, Nevada, Maine, Minnesota, Oregon, Utah, Virginia and Washington all of whom defeated tax increase proposals this year. Activists generated over 49,000 communications to elected officials in these states in opposition to proposed tax increases. The first excise tax in the United States was enacted in 1790, and the tax was imposed on all domestic distilled spirits. Citizens' anger about the tax was widespread and resulted in the Whiskey Rebellion. President Thomas Jefferson repealed the tax. During the Civil War, excise taxes on tobacco and liquor were enacted and have increased ever since.
